Workshop 08 — Healthcare & Caregiving · Facilitator Lesson Plan
For: CSC office staff, case managers, bilingual volunteers You don't need to be a nurse, doctor, or CNA instructor. You need to be a calm bilingual presence who follows this script and routes hard questions (background check, immigration, clinical) to the right resource. Many participants are already doing this work — paid cash, caring for a parent. Your job is not to correct them. Your job is to show them the certified ladder that pays more.

4 · Audience Snapshot (read before walking in)
Mostly women 45–65 from Monterey Park, Alhambra, Rosemead, San Gabriel. Many are already doing caregiving — paid cash by a private family, caring for a mother-in-law, watching a neighbor's parent. Some came because a daughter said "Mom, get a certificate." Others came because their cash job ended. A few are new green-card holders looking for income that doesn't need strong English. They're NOT here to learn what caregiving is — they're here to learn how to get paid more for what they already do.
5 · Cultural & Bilingual Tips for This Workshop
- Tip 1 — name the dignity, out loud, on Slide 1. Caregiving (家政/保姆/护工) is often dismissed as 伺候人的工作 — low-status work. Many participants are embarrassed to tell relatives. Open with: "照顾人是一份有尊严的工作 — 美国老龄化越来越严重,你们的工作是被需要的。" Don't skip this line.
- Tip 2 — never moralize about cash-pay or informal work. Half the room is paid cash. Don't say "you SHOULD be on payroll." Say "拿证书以后,时薪可以多 $3–6,还有医保。" Frame certified paths as a ladder up, not a correction.
- Tip 3 — IHSS reframes "I care for my mother" into a paid job. Single most important bridge in this deck. On Slide 8, slow down on IHSS: "如果你现在已经在照顾家里的老人,IHSS 可能会付钱给你。" Many don't know this is real.
- Tip 4 — bilingual cadence. Lead with Chinese; say the English term once (HHA, CNA, IHSS, LiveScan, CDPH). Don't double-translate every sentence.
- Tip 5 — face-saving on background check. Never ask "who has a record?" Mention CDPH "exemption" once on Slide 9, then move on. Private questions → CSC 1-on-1 after.
- Tip 6 — no clinical or legal advice, ever. Clinical → CDPH / her doctor. Immigration → AJCC, legal aid, CSC 1-on-1. Routing language in section 8.
6 · Slide-by-Slide Script
How to use: One block per slide. Time budgets sum to ~30 min. SAY = your opener, verbatim or close. POINT TO = keep your hand on the visual so participants follow your eyes. ASK = a real question. WATCH FOR = the confusion that usually shows up here. IF SHORT = trim card if you're behind pace.

Slide 3 · Types of Caregiving Jobs / 护理行业有哪些工作? · ⏱ 3 min
SAY: "护理行业最常见的四种工作:家庭健康助理 HHA · 注册护士助理 CNA · 陪伴护理 · 住家护理。" — "Four most common roles: HHA, CNA, Companion, Live-in."
POINT TO: Each of the 4 cards in turn. Chinese line first, then the English acronym.
ASK: "你们之中,有人现在做这四种工作中的一种吗?" — "Anyone here doing one of these four jobs right now?" (Many hands. Affirm: "太好了,你们已经在这一行了。")
WATCH FOR:
- HHA vs CNA confusion. Clarify: HHA = client's home. CNA = facility.
- Live-in is real: $200–280/day flat, often cash. Name it as a fourth option; don't moralize.
IF SHORT: Read only the Chinese line on each card.
Slide 4 · 洛杉矶护理行业薪资 / Caregiving Pay in Los Angeles · ⏱ 3 min
SAY: "这是2025年洛杉矶的护理时薪。证书越高,时薪越高。" — "2025 LA caregiving hourly pay. More cert, more pay."
POINT TO: The bar chart first (not the table). Trace your finger left-to-right: Companion → HHA → CNA → MA. The visual IS the lesson.
ASK: "从陪伴到 CNA,时薪差多少?" — "Companion to CNA — hourly gap?" (Answer: ~$6/hr = ~$960/month at 40 hrs/wk. Say the monthly number out loud.)
WATCH FOR:
- "Why is MA higher than CNA?" → MA works in a doctor's office, 9–12 months training. Different ladder.
- "Is $17 my take-home?" → No, gross. Don't go into taxes; route to Workshop 14.
IF SHORT: Skip the table; bar chart only.
Slide 5 · 配对练习 / Match the Job to the Certification · ⏱ 3 min
SAY: "练一练。三个场景,三个证书。配对看看。" — "Three scenarios, three certs. Match them."
POINT TO: Read A out loud (nursing home — turning, bathing, vitals). Pause. Then B (companion — walks, meals). Then C (home visits — meds, housework). Then read the three cert tags.
ASK: "A 需要什么证书?B 呢?C 呢?" — "Which cert for A? B? C?" (Vote by hands. Don't reveal yet.)
Click "Reveal Answers" — pairs flash colored:
- A → CNA · B → No cert · C → HHA
WATCH FOR:
- People guess "C → CNA" because C sounds medical. Clarify: home visits = HHA. Facility = CNA.
- The Next button is disabled until you reveal — by design. Don't panic.
IF SHORT: Only do scenario A. Reveal. Advance.
Slide 6 · 如何成为家庭健康助理 (HHA) / How to Become a Home Health Aide · ⏱ 2.5 min
SAY: "HHA 是最快的入门路径 — 75 小时,2 到 4 周。" — "HHA is fastest entry — 75 hrs, 2–4 weeks."
POINT TO: The 4 numbered steps: ① CDPH-approved program ② 75 hrs (60 classroom + 15 clinical) ③ State exam (written + skills) ④ CDPH registry.
ASK: "如果一周上课 4 个晚上,多久完成?" — "4 evenings a week — how long?" (Answer: 3–4 weeks. Make the timeline real.)
WATCH FOR:
- "$300–800 is a lot." → "But many programs are FREE — see Slide 8. Don't pay until you've talked to CSC."
- "Need English?" → Basic English. SEIU 2015 teaches in Chinese.
IF SHORT: Skip step 4; headline is 75-hr → exam → cert.
STRETCH (advanced): "如果已经在私人家做家政,这 75 小时课你最想补哪一块 — 测血压、记录、还是急救?" — "If you're already doing private home work, which of the 75 hours do you most want — vitals, charting, or first aid?" (Listens for gaps; signals what they'd actually use a cert for.)
SCAFFOLD (beginner): Hold up four fingers, count off in Chinese only: ①找 CDPH 学校 ②75 小时 ③考试 ④登记。 Don't read the English bullets. Then say "三到四个礼拜 — 像上夜校。" / "3–4 weeks — like night school."
Slide 7 · 如何成为注册护士助理 (CNA) / How to Become a Certified Nursing Assistant · ⏱ 2.5 min
SAY: "CNA 是下一步 — 160 小时,6 到 12 周,工资多 $3–6/小时,在医院工作。" — "CNA = next step. 160 hrs, 6–12 weeks, $3–6/hr more, hospital work."
POINT TO: The 4 steps. Same shape as HHA but longer + state license.
ASK: "CNA 多 85 小时课,值得吗?" — "85 more hours than HHA — worth it?" (Likely yes — hospital benefits. Affirm.)
WATCH FOR:
- Bottom line warns "must pass English exam." Be honest: CNA needs intermediate English. If theirs isn't there yet, HHA first, then CNA.
- "Is CNA the same as RN?" → No. CNA = floor. RN = 2 more years. Slide 11 shows the whole ladder.
IF SHORT: Compress to "160 hrs + state exam + CDPH license."
STRETCH (advanced): "如果英文已经够 — 你想直接 CNA,还是先 HHA 一年再升?算一下:HHA $17 一年 vs 等三个月再 CNA $22 — 哪个总收入高?" — "If your English is solid — go straight to CNA, or HHA for a year first? Run the math: HHA $17 × 1 year vs wait 3 months then CNA $22 — which earns more total?" (Yields ~CNA-wins-after-month-9; rewards the comparison.)
SCAFFOLD (beginner): Two fingers — "HHA 75 小时,CNA 加 85 小时,一共 160 小时。" Hold the deck poster at chest height; trace the bar chart from Slide 4 in the air. If they shake their heads at "state exam," say "考试 — 跟开车考一样,可以重考。" / "State exam — like the driving test, you can retake."
Slide 8 · 洛杉矶免费/低价培训 / Free & Low-Cost Training in LA · ⏱ 3.5 min

POINT TO: The 5 program cards. IHSS first (deepest):
- IHSS · $0 — "如果你现在已经在照顾家里的老人,IHSS 可能会付钱给你。每小时大约 $18.50。需要工作授权。" / "Already caring for an elder at home? IHSS may pay you ~$18.50/hr. Work authorization required." (Pause. Watch faces.)

- LA Care · $0 — "免费 CNA 培训,完成后保证面试。" / "Free CNA training + guaranteed interview."

- WIOA grant · $0 — Apply via AJCC; government reimburses; unemployed prioritized.
ASK: "哪一个最想了解?" — "Which one do you most want to learn about?" (2–3 answers. Note who picks what — that's the 1-on-1 lead.)
WATCH FOR:
- "No papers — can I do SEIU / LA Care / college?" → Generally yes for private training and college. IHSS is the exception. CSC 1-on-1 for details.
- "Fastest?" → SEIU 2015 free HHA, 2–4 weeks.
- "I'm caring for my mom — can I get IHSS?" → Maybe. CSC 1-on-1 helps with the form. Don't fill IHSS forms in the workshop.
IF SHORT: Just IHSS, SEIU 2015, LA Care. Skip the last two.
STRETCH (advanced): "你照顾的家人有没有 Medi-Cal?有的话 IHSS 申请快很多。" — "Does the family member you care for have Medi-Cal? If yes, the IHSS application moves faster." (Surfaces the eligibility shortcut without giving advice; route to CSC 1-on-1 for the form.)
SCAFFOLD (beginner): Don't read all 5 cards. Just hold up the IHSS card and say "如果你现在已经在照顾家里的老人 — 这一个,IHSS,可能付你钱。" / "If you're already caring for an elder at home — this one, IHSS, may pay you." Then pause. Let the room sit with it. The other four are on the handout — point to the page number.
Slide 9 · 背景调查要求 / Background Check Requirements · ⏱ 2.5 min
SAY: "所有护理工作都要做背景调查 — 不要害怕,要先了解。" — "All caregiving jobs need background checks — don't be scared, get informed."
POINT TO:
- Left (checks): FBI fingerprints (LiveScan), CA criminal record, elder/child abuse, license verify, TB test.
- Right (disqualifies): Serious violent crimes <10 yrs, elder/child abuse, Medi-Cal fraud, drug trafficking (NOT use), sex offenses.
Then the blue note: "移民身份不影响背景调查。IHSS 是例外。" — "Immigration status doesn't affect background checks. IHSS is the exception."
ASK: Don't ask. Information slide, not conversation. Private questions come after.
WATCH FOR:
- Someone looking down at "criminal record" — they have a private question. Say to the room: "如果担心自己的记录,可以申请 'exemption',或者 CSC 一对一谈。" / "Worried about a record? CDPH allows exemption requests; or CSC 1-on-1."
- TB test surprises people: "结核病测试是上岗前标准检查,不贵。" / "TB test is standard pre-employment, not expensive."
IF SHORT: Just the immigration note and exemption line.
STRETCH (advanced): "私人雇主和 IHSS 的差别 — 哪一个对您现在最有意义?" — "Private clients vs IHSS — which fits your situation right now?" (One-sentence answer only; do NOT debate immigration status in the room. If they want detail → CSC 1-on-1 or Legal Aid 800-399-4529.)
SCAFFOLD (beginner): Don't read the full check/disqualify columns. Cover everything except the blue note. Say once: "私人工作 — 不看身份。IHSS — 要工作许可。担心其他事 — 我们一对一聊。" / "Private work — no status check. IHSS — needs work authorization. Worried about anything else — we talk 1-on-1." Then advance. Do not linger.
Slide 10 · 对还是错?/ True or False? · ⏱ 2 min
SAY: "两道题,举手投票。Q1:HHA 培训必须自己花 $1,500 以上 — 对还是错?" — "Q1: HHA training always costs you $1,500+ — true or false?"
Vote, then click Reveal Answer 1.

8 · Common Participant Questions (Q&A Anchor)
Rule: Never give legal, medical, immigration, or tax advice. Always route to a named resource.
Q1: "我没有身份,能做这个吗?" / "Can I work without legal status?"

9 · Recovery Plans
If the internet fails: Use printed handouts (6 sections). Slides cache offline via SW — open bookmarked URL on phone. Skip QR demo; point to URL.
If only 3 people show up: Sit in a circle. Run as conversation. Skip Slide 5 as scripted — talk through scenarios. Spend more on Q&A. Start with "what are you doing now?"
If 25+ show up: Clusters of 4. Use mic. For Slide 5, vote by cluster. Stay 10 extra min after — private questions come then.
If the group is silent: Wait 7 seconds. Re-ask with "如果有人…" framing. Share a story: "我认识一位阿姨,55 岁,从 IHSS 照顾父亲开始,现在是 CNA,在蒙特利公园养老院,$24/小时。"
If one participant dominates: "好的,谢谢分享。我们听听其他人的看法。" — walk toward another part of the room.
If running long (>5 min over at halfway): Use the IF SHORT items in slides 6, 7, 11. Skip Slide 10 Q2 vote — just give the answer. Trim Slide 12 to phone + address.
If you finish early (5 / 10 / 15 min spare):
Don't default to "any questions?" — silence will eat the time. Run one of these activities matched to your spare-time budget.
- 5 min spare — Round-the-room one-word check: "用一个词说说,今天你最想走的下一步是什么 — IHSS、HHA、CNA、问 CSC?" / "In one word — what's your next step? IHSS, HHA, CNA, or ask CSC?" Take 8–10 quick answers; don't probe. Closes the loop without dragging.
- 10 min spare — CDPH-registry program-search pair-share. Pass out the 1–2 printed CDPH-registry program lookups you brought (3–5 nearby SGV HHA/CNA schools w/ phone, address, language). Pairs pick "which would you call first?" and each participant writes ONE question they'd ask the school on the back of the handout. Collect for the 1-on-1 follow-up list. See §13 Finish-Early Extension for full script.
- 15 min spare — Use the first sub-block of the 60-Minute Variant (IHSS form pre-fill, see §13). It is a self-contained 10-min hands-on block; the legal-aid pause and phone-call role-play stack on if you have more time.
If a question goes runaway long:
- "好问题。让我先记下来,我们在 1-on-1 或资源页面里看更深。" — "Good question. Let me write it down — we'll go deeper in 1-on-1 or on the resource page."

13 · 60-Minute Variant (when you have a full hour)
Use this when: Your slot is 60 minutes instead of 30+10, OR you finish the core 30-min teach with significant time remaining, OR the room asks for hands-on practice on the IHSS form. The variant ADDS 30 min of applied work after the 30-min core — it does NOT re-run the same slides.
Don't lecture longer. The 30-min core is calibrated to LEP-adult attention. Extra time goes to PRACTICE — real CDPH-registry printouts in their hands and a sample IHSS form on the projector. Bilingual volunteers float during sub-blocks.
Boundary stays in force. No legal, immigration, medical, or tax advice — even when the room asks personal questions while filling out a form. Same routing as §8.
Finish-Early Extension (10 min — drop in mid-workshop or at close)
CDPH-Registry Program-Search Pair-Share — pairs read real printed CDPH-approved school listings, pick "which would you call first?" then write ONE phone-question on the back of the handout. Collect cards → become the 1-on-1 follow-up queue.
- Setup (1 min): "我打印了 3–5 间 CDPH 注册的 HHA / CNA 学校,都在 San Gabriel Valley 附近 — 蒙特利公园、阿罕布拉、罗斯密、圣盖博。两个人一组,看一看。" / "I printed 3–5 CDPH-registered HHA/CNA schools near here — Monterey Park, Alhambra, Rosemead, San Gabriel. Pair up." Hand out one sheet per pair. Pair an advanced participant with a beginner if possible. (Bring the printouts pre-made — pulled from the CDPH registry search at the URL on the handout; include school name, phone, address, languages-offered if listed.)
- Activity (7 min): 1. Pairs read the list together — language column matters: "看哪一个有中文" / "see which offers Chinese." 2. Each pair picks ONE school they'd call first. Quick vote: "为什么这一间?" / "Why this one?" — distance, language, schedule. 3. Each PARTICIPANT (not pair) writes ONE question they would ask the school on the back of the handout. Examples to seed if they freeze: "晚上有班吗?" / "Evening class?" · "多少钱?" / "How much?" · "完成后包不包面试?" / "Interview placement after?" 4. Facilitator walks the room, reads questions over shoulders, affirms specific ones out loud. Bilingual volunteer floats for translation help.
- Debrief (2 min): Pick 2 cards to read aloud — one strong ("有夜班吗?英文要多好?" — specific + practical), one stretch ("中间能不能换班?" — surfaces a real adult-with-kids constraint). DON'T grade the others. Say: "把卡片交给我 — 我们一对一帮你打第一通电话。" / "Hand me the card — we'll help you make the first call in 1-on-1." Collect.
60-Minute Variant — Applied Block (30 min, added after Slide 12)
A live walk-through of the IHSS recipient/provider form on the projector, in Chinese, with the room. Pause at work-authorization for the legal-aid route. Then practice the "I take care of my mother — can IHSS pay me?" phone-call script to LA County IHSS. Slide 8 was the keystone of the 30-min core; this 30-min block IS the keystone of the variant.
Time: 30 min (35 if you include the 5-min wrap below)

Sub-block 1 — IHSS Form Pre-Fill Walkthrough · ⏱ 10 min
Project a blank IHSS form. Walk line-by-line in Chinese. The point is NOT to fill anyone's real form — it's to show that the form is readable and short.
- (0:00–1:00) Frame it: "今天我们不填您自己的表 — 我们看一遍,让您知道长什么样。" / "We're not filling your form today — we're walking the page so you know what it looks like."
- (1:00–7:00) Read each field aloud in Chinese, point to where on the projected form: name (姓名) · address (地址) · the person you'd care for (受护理人) · hours needed per week (每周小时数) · signature (签名). Pause at each. Bilingual volunteer translates any word the room flags.
- (7:00–9:00) Show the "Hours per Week" line. Do NOT estimate hours for anyone — say: "实际小时数县里会评估,CSC 一对一可以帮您准备。" / "The county assesses actual hours; CSC 1-on-1 helps you prepare." Boundary held.
- (9:00–10:00) Pause. Hand off cleanly to Sub-block 2 — flag that the next page on the form is the work-authorization question.
WATCH FOR: Someone trying to fill in their real info on the projected form. Gently say "这是样本 — 您的表 CSC 帮您。" / "This is a sample — CSC helps with yours."
Sub-block 2 — Work-Authorization Pause + Legal-Aid Route · ⏱ 10 min
This is the most-sensitive moment in the lesson. Slide 9 mentions immigration ONCE. This sub-block addresses it in a structured, no-advice way. Read the boundary aloud at the start.
- (0:00–1:30) Boundary statement, aloud, verbatim: "下一个问题是工作授权 — 这是 IHSS 唯一的限制。我不是律师,我不能告诉您怎么处理您的情况。我可以告诉您去找谁。" / "The next question is work authorization — IHSS's only hard limit. I'm not a lawyer, I cannot tell you how to handle your situation. I can tell you who to ask."
- (1:30–5:00) Read the field. Show the box on the form. WATCH FOR: A participant who looks down or stops engaging at the boundary statement — that's normal. Don't single them out. The script is doing its job by routing them to Legal Aid without forcing disclosure. Bilingual volunteer should be alert to anyone who quietly takes a Legal Aid card.
Sub-block 3 — Phone-Call Role-Play to LA County IHSS · ⏱ 10 min
The line: 1-888-944-4477. Pair-rehearsal of "I take care of my mother — can IHSS pay me?" Role-play; do NOT actually dial during the workshop.
- (0:00–2:00) Hand out the printed script (large font, bilingual): - Caller: "您好,我想申请 IHSS。我在照顾我母亲。请问应该怎么开始?" / "Hello, I want to apply for IHSS. I'm caring for my mother. How do I start?" - Listen for: county worker asks if the recipient (your mother) has Medi-Cal · whether she's 65+ or disabled · whether she lives in LA County. - Caller follow-up: "她有 Medi-Cal。她住 [city]。我能不能做她的护理员?" / "She has Medi-Cal. She lives in [city]. Can I be her caregiver?" - Closing: "好的,谢谢。我需要哪些文件?" / "OK, thank you. What documents do I need?"
- (2:00–4:00) Demo it once — facilitator plays the caller, bilingual volunteer plays the county worker. Stay calm and slow. Show what to do when the county worker switches to English mid-call: "请说慢一点。" / "Please speak slowly." or "请等一下,我让翻译说。" / "Please wait, let the translator speak."
- (4:00–8:00) Pairs practice. One plays caller, one plays county worker. Switch roles after 2 min. Bilingual volunteer floats — helps when a pair freezes. Don't grade pronunciation; the point is the SHAPE of the call, not the accent.
- (8:00–10:00) Quick debrief. Two questions to the room: "哪一句最难说?" / "Which sentence was hardest?" · "如果工作人员说英文怎么办?" / "What if the worker speaks English?" Affirm: "您不需要英文流利 — 县里有翻译,直接要。" / "You don't need fluent English — county provides translators, just ask."
WATCH FOR: Someone says "I'm too embarrassed to call." Affirm the feeling, redirect: "CSC 可以陪您打第一通电话 — 约一对一就好。" / "CSC can sit with you for the first call — book a 1-on-1."
Close (5 min, optional — for a 65-min slot): Round-robin one-line share from each participant: "这周我会做的一件事" / "One thing I'll do this week." Examples to model: "我下周打 1-888-944-4477。" · "我先约 CSC 一对一,问 IHSS。" · "我先打 SEIU 2015,看免费 HHA。" Then point at the QR code one more time. Done.
When to use what — quick rules

Differentiation in the variant
- For advanced learners (intermediate English, already certified or close): Run the full 60-Min Variant as default. They need the application — most are days away from calling IHSS or scheduling an HHA exam. Sub-block 3 phone-call practice is where they bloom.
- For mixed-proficiency rooms: Pair an advanced participant with a beginner during Sub-block 1 (form pre-fill) and Sub-block 3 (phone-call). The advanced participant translates field names and demos the call; the beginner gets a peer scaffold without exposure. This works especially well when the advanced participant is already an IHSS provider — they bring lived expertise.
- For beginner-heavy rooms (low literacy, recent arrivals): Shrink Sub-block 2 (work-authorization) to 5 min — just the boundary statement + handing out the three-number card, no extended discussion. Expand Sub-block 1 to 15 min — slower line-by-line read. Skip the phone-call role-play if the room is anxious; replace with a printed script handout and "take this home, practice with your daughter."
Routing & boundary
Same rules as the 30-min core: no legal, immigration, tax, or medical advice — and this matters most when you're sitting at a form with a participant. The variant is designed so participants leave with:
- A walked-through understanding of the IHSS form
- Three phone numbers for the work-authorization question (Legal Aid, CSC 1-on-1, AJCC)
- A rehearsed phone script for 1-888-944-4477
- A 1-on-1 booking, if they want help with their actual application
What participants do NOT leave with: any specific guidance about their immigration status, eligibility for a specific program, cash-pay employer status, or any opinion about their family situation. Hold the line warmly. Route always. The family-as-network framing — "you already do this work; IHSS may pay you" — is preserved throughout; the boundary is how it's delivered, not whether.
